About this Position
This position is a Non-Instructional Faculty (12-Month) contract. The position is located in the NMC Cooperative Research, Extension, and Education Services (NMC-CREES), under the supervision of the Dean of CREES. The position is approximately 80% research, and 20% Extension. This position is responsible for leading the CREES Aquaculture & Natural Resource Management (A&NR) Program in fulfilling its mission by conducting need-based research and extension services, as outlined in the following section.
Minimum Qualifications
- Master’s Degree from a U.S. Department of Education recognized accredited institution and/or internationally recognized institutions of higher learning in Aquaculture Sciences or a related discipline plus 5 years of research and/or extension experience, and 5 years of supervisory experience. A track record of scientific and/or extension publications is highly preferred.

- Contributes to and promotes a positive and professional working environment and relationship with the college community and promotes a positive representation of the CREES Division and the College.
Duties & Responsibilities
Duties and Responsibilities:
- Participates in Program Review and Outcomes Assessment (PROA) activities.
- Secures grant funding from local and federal funders for extension and research programs and projects.
- Leading, role modeling, and building the capacity of a team of professionals and paraprofessionals with team members situated on Saipan, Tinian, and Rota to ensure continuous program (succession planning included) and the ongoing development of each team member.
- Generates new knowledge through excellence in innovative and novel extension and research programs and projects.
- Publishes high-quality research and extension material that provide useful information for stakeholders of the Northern Mariana Islands.
- Publishes at least one research article per fiscal year in peer-reviewed scientific journal
- Disseminates new knowledge via research and extension publications, trainings, social media, print media, conference presentations, and workshops.
- Serves with distinction on advisory and/or policy making bodies at the CNMI, regional, and national levels.
- Develops strategic relationships, alliances, and partnerships with other institutions of higher education, state agencies, regional coalitions, and federal agencies.
- Utilizes multiple mediums of communication to strategically inform and advocate for the adoption of science and best-practice approaches to enhance the quality of life for the people of the CNMI
- Imparts the value of the work that is done at CREES, and NMC, to stakeholders at local, regional, national, and global levels.
- Ensures seamless day-to-day implementation of A&NR research and extension activities including training of aides and assistants, coordination of client visits, and daily monitoring research subjects, equipment condition, and water quality.
- Verifies the accuracy of completed data sheets, collaborating agency listings, client visiting records, teaching plans, etc.
- Collaborates with internal and external partners in order to address the appropriate goals and objectives described in the CREES POW (Plan of Work) and other related projects.
- Formulates evaluation plans that measure outcomes and impacts of programmatic efforts.
- Assists in the planning and preparation of the CREES Plan of Work as well as the annual accomplishment report.
- Develops strategic relationships, alliances, and partnerships with CNMI stakeholders, other institutions of higher education, state agencies, regional coalitions, and federal agencies.
- Leads the implementation of components of the Northern Marianas College and CNMI Aquaculture, Strategic Plan and other initiatives in collaboration with stakeholders.
- Creates and critically reviews A&NR education materials such as social media posts, extension guides, e-materials, brochures, bulletin boards, and newsletters to ensure scientific validity and appropriateness of content for target audience.
- Organizes, coordinates, and conducts workshops and presentations in aspects of aquaculture production education in collaboration with the A&NR team and stakeholders.
- Confers with the supervisor regarding program needs, clients’ progress, and all other program areas in order to ensure timely and efficient implementation of program strategies.
- Leads, directs, and ensures compliance in the implementation of A&NR competitive grants as needed.
- Participates in in-service training programs as required, as well as frequent travel interisland during specified periods of time.
- Performs other related duties as assigned.
Supervisory Responsibilities:
The Program Leader is expected to develop a work plan, which may involve a concerted effort from other government agencies, non-profit organizations, community groups, and extension and research personnel in addition to overseeing program personnel. As a result of his/her professional competencies, at times this individual will be charged with coordinating events, acquiring funding, evaluating established project outcome measures and supervising personnel. The Program Leader will assist and support the CREES Dean and/or his/her designee in planning and executing projects of interest to CNMI stakeholders.

Essential Functions of the Position
Must be able to frequently operate a computer and other office productivity machinery. The individual in this position will frequently communicate with students and their colleague(s) in order to exchange information in various situations. Occasionally lifts office products and supplies, weighing up to 20 Ibs.The employee may be tasked to work outdoors in the sun and heat, on or around wet surfaces, and other areas exposed to the elements.
